The various despatches on this subject sent by Sir H. de Sauanarez during the past six months have been

under careful consideration, and Sir E. Grey wished them

to be reserved until Sir H. de Saumarez' arrival in

England enabled this Department to discuss the matter

directly and fully with him.

The Board of Trade will not fail to notice that

the opinions expressed by His Majesty's Judge at

Shanghai in his despatches are uniformly in favour of

the establishment of a Registry of British Companies at

Shanghai itself, but 3ir E. Grey was advised that there

existed very serious objections to the course proposed

and he therefore directed that the matter should be

discussed with Sir H. de Sousmaroz.

Accordingly on the 12th, ultimo, a meeting took

place at the Foreign Office between the Legal Adviser

and the Assistant Legal Adviser to this Department and

His Majesty's Judge, Sir E. Davidson and Mr. Hurst

explained to Sir H. de Saumarez that any system of
